No automated conversion built into Outlook. Just File -> Import and Export into a new PST. You shouldn't have to export and re-import the rules once you switch over to the new PST file, but you may have to "modify" a couple to make sure it moves any e-mail to the correct folder if they move messages to a folder in the PST.
You can double check the Format of the PST files looking at File -> Data File Management and checking the Settings on the PST. If its old it will say "Personal Folders File (97-2002)" in the Format field.
