You can tell if the current client connection for users is in cached mode or 
not (Exchange 2003 SP2) by looking at the Logons for the store. The Client Mode 
row is 1 for online and 2 for cached.

 I believe it should be possible to write a (Don't worry, be) MAPI application 
to query for this information.
