I would see if the same thing happens in OWA. If it does, that would point to connectivity or performance problems.

I would also close a mailbox with recent attachments and then restart it in Offline mode to see whether the attachments were duly delivered to the OST.

Attachment size could also be a factor here. Audio files can get pretty big, and it could just take a long time to download them, especially on an overtaxed, underRAMmed machine.

And let's not overlook antivirus and antispyware scans. They could be manhandling the attachments while the user waits.

We have a client connected to us via a single T1. They are complaining
that they don't get attachments to an email message downloaded locally
until they actually click on the attachment. They would prefer that as
soon as the message appears, or as soon as they open Outlook, all email
messages and all attachments in their Inboxes download locally so they
open immediately when they click on them.

This is problematic, because this is a radio station, and announcers
often will double-click compressed audio file attachments to email
messages to play them over the air, and performance is poor if the
attachment isn't local.

They're all using Outlook 2003 in cached mode against our Exchange 2003
SP2 machine.

Does anybody have any suggestions?
