I think the problem was, the radio station (Classic99, or KFUO-FM, if you're interested and live near St. Louis) personnel were testing opening attachments right after the email message arrived, thus not giving them time to sync from Exchange to Outlook.
We are in process of persuading them to wait a bit. Other folks assigned to this project want to try weird stuff like IMAP or POP3, but I assured tham that sticking with MAPI or OWA connections to the mailboxes would be much, much better.
