As has been stated, get them to define high availability first. We could get by with a few hours interruption, so I will be first looking at Exchange 2007 SP1, using SCR by putting a virtualised exch box somewhere else. Effectively free as more than likely you will need to buy another exchange licence anyhow with any of the options mentioned.
