Oh PLEASE Amit. What I want is one of those utilities that works
PROPERLY when installed incorrectly, right? Because Windows 2000, IIS,
and Exchange all work just spiffy when we install them improperly,
right?

My reply is: Read the docs and install it correctly. The problem is
that they ship the whole suite on two discs, and idiots who should not
be touching servers put in disc one, run SETUP.EXE, accept the defaults,
bypassing the warnings and the readme.txt, and bad things happen. It's
such a leap of intellect to figure out that the disc labelled "Messaging
Products" includes the messaging products AV.

No, but it successfully halts mail checking, recieving and sending when
installed improperly on mail, relay, antivirus and generally all servers
to do with mail or web.

I'm not aware that NAV-CE ever did. I've heard all sorts of silly
things that people SAY it does, though.

You can disable it with REGEDIT, a reboot, and a manual removal, but if
you force it down from the network, and force a reboot upon reinstall,
even a savvy user can't dump it.
