If my users needed to access mail that was older than 2 years I'd design an Exchange setup that gave them the space they needed to store this stuff. PSTs are unreliable PSTs are expensive (e.g. cost of supporting them, disk and backup tape space as they break SIS) I think this is all covered in the FAQs, if not, certainly the archives.
