You need to be in the Deleted Items folder in
Outlook for the recovery option to work. If the item was deleted using
shift-del (hard delete that bypasses the Deleted Items folder), the
DumpsterAlwaysOn registry key (search TechNet for that exact phrase for
additional info) must be set, and you need to have the folder the message was
deleted from selected for the recovery to work.
