As long as new users are added to existing DLs once a week through a backend process the company will not have nearly as many users missing mass distributions. I just did an export and there are 350 mailboxes that are not members of any DL. This tool will be of great benefit.

Ignoring the possibility of creating an add-on in Exchange Admin, either you have to redesign the mailbox creation process and use a script/program to do it or you have to come up with a backend process that assigns membership of a DL after the creation of the mailbox.
