Can anyone help with this please I get this message when trying to send to some pop3 A/C's based with our ISP

Service unavailable If anyone can throw some light on anything in the message I would be very grateful. In particular I would like to know if it is Our Exchange server 5.5 SP4 running on NT4 SBS or there mail server that is causing the problem. Thank you in advance for any help.
