can't ping it by netbios name is pointing towards some WINS problem. As mentioned stick an entry in your lmhosts file and do an nbtstat -R to reload it.

Sounds like DNS or WINS.  Worse case, put an entry in HOSTS or LMHOSTS.

Yes to all the questions. I connect and authenticate to the network domain
before launching Outlook, can ping the very Exchange Server I cannot connect
to, Offline folder is set, I cannot think of any reason. May I add that
thelaptop is running Win2K Advanced server even though I don't see why this
should matter.

The question is lacking in details.  How are you authenticating?  Is your
dial-up authentication also authenticating you into the domain? If not have
you set your Outlook profile to prompt you for authentication when you
connect to Exchange?  Assuming you are actually connected and TCP/IP is good
(can you ping the Exchange server?) then this is your next place to look.
