Is the pager account a mail-enabled contact? 
Is this a client-side rule?
You said Exchange 2007.  This opens up so many opportunities...

If I setup a Rule to Forward all email from [EMAIL PROTECTED] to a
pager I have setup in Exchange (page-mylastname, my firstname), any email
from Johnny never gets forwarded to my pager.  If I open my Inbox, and right
click the message and say FORWARD, then select page-mylastname, my firstname
from the Global Address List, it works just fine.

Does anybody know of any reason I wouldn't be able to create a rule
saying....forward email from Johnny to my pager?
