You could create a custom message classification and then use a Hub
Transport rule to bounce any email with that classification and a
subject line that starts with "FW:".

I believe the clients need to be running Outlook 2007 to be able to
specify that classification when they send the message.

Subject: Restricting email from being forwarded.

We have a user that would like to be able to send emails internally that
can NOT be forwarded. According to the user, at her previous employer
they used Lotus Notes and they were able to do this. I can't think of a
way to do this with our current set up. Is it possible?

Clients are using Outlook 2003
