Then check the Outlook Add Ins. Safe mode disables Add In integration with 
Outlook. Go into Add Ins, disable them all, and then add them back one at a 
time and test each one inbetween until you find the culprit.

  Have you tried running Outlook in safe mode to see if that speeds it up? 

  XP: Start > Run > outlook.exe /safe
  (note the space between outlook.exe and /safe)

  Vista/W7: Start > Start Search > outlook.exe /safe)
  (same space)

      Not sure but I believe user did close outlook using red x then shut down

      That's pretty vague. How about including: 

      Version of Outlook
      Size of PST
      Did the user shut down Windows without verifying that Outlook was 
actually closed (it needs some time to write to the PST after you close it), by 
checking the Task Manager? 
      Does the user have a handheld which hadn't finished synching with 
Outlook? 

      Some details to help troubleshoot, please!
