Actually with the BES Express some carriers allow you to use the BIS plans instead. This was a new change with the Express version only. T-Mobile allows you to use a BIS plan but you won't get OTA activations for your devices, they would need to be connected to the server. I know Verizon does require you to have a Enterprise plan even if you use the BES Express server.
