Actually with the BES Express some carriers allow you to use the BIS
plans instead.  This was a new change with the Express version only.
T-Mobile allows you to use a BIS plan but you won't get OTA activations
for your devices, they would need to be connected to the server.  I know
Verizon does require you to have a Enterprise plan even if you use the
BES Express server.

BIS is actually handled by Rim and works with your phone carriers.  It's
a portal you login to and setup your connection or you can configure
Internet email right on your phone.  It in turns polls the mail servers
and then delivers the email to your phone.  It works perfectly with OWA
on Exchange 2003 - 2010.  No additional charges other than how your
carrier charges for Internet usage.  Also pop services..

BES Express, latest version.  Is completely free.  If you have an
Exchange server you can install it on your server or a separate server
and it will sync all contacts/calendar/emails/tasks.  You must have your
blackberry provisioned for BES services by the cell carrier.  Some
charge for this; others include it.
Bes professional 4.x charged 99.00 per blackberry that is no longer the
case in bes express version 5.

BIS is Blackberry Internet Service.  It will sync via your OWA portal.
BES express is free so $$ shouldn't be an issue any more if that's
what's stopping you from running a BES server.

The latest version of BIS supports this. My Bold 9700 is able to
send/receive email from one of my Exchange servers without being on BES.

A quick question.
Can a Blackberry device such as a BB Bold 9700 support push email
without having a BES server, maybe using the BB equivilant of
ActiveSync?
We have a few a Windows/Symbian based devices that have push email to
the phones. The Windows based ones use ActiveSync and SSL cert and the
Symbian ones use Mail For Exchange and a SSL cert
