Ok maybe I'm asking the wrong question.  Our 2007 Exchange Sever has rather 
large databases. Total we probably have a ½ a Terabyte in stores. Along with 
that we probably have 2 to 3 times that in PST files on a file server.  We 
already have managed folders and policies that purge old email, however people 
that want to save their old emails before it is purged often move them into 
their PST files.  We would like to get away from PST files altogether and 
import the current PST files into an archive box.  These need to be accessible 
and searchable from Outlook if possible. We also would like to provide long 
term storage for existing emails once they get older than say 90 days. Plus, we 
have a need for searching/discovery.  We are probably going to upgrade to 
Exchange 2010 soon.   That is why I asked about the Retention Policies in 
Exchange 2010 offloading to another server.

Do you have any recommendations given our current situation?

I replied for retention policies already. You mean for managed folders?

You do it with New-ManageContentSettings and/or Set-ManagedContentSettigs. For 
example:

Set-ManagedContentSettings -AddressForJournaling 
'smithcons.local/Users/j-and-m' -JournalingEnabled $true -Identity 'Inbox-999'
