It is not unusual for the service provider to not do things correctly. The 
customer service people don't always understand the difference between BES and 
BIS and will try and direct you to the consumer side, rather than BES.

You could try calling them up and asking them to resend the service books to 
the device.

I would also suggest that you sign up for a free account at the Blackberry 
Expert Support Centre.
https://www.blackberry.com/besc/dashboard/

This will allow you to check whether the device has been provisioned for BES or 
not using its unique PIN.

As already indicated, ActiveSync has nothing to do with Blackberry - I have 
both connected to my home account and switch between them.

Did you do it?  I had a user swear that it was done, when I called onthe user's 
behalf, it wasn't.  Their data plan was changed, but the enterprise service 
wasn't provisioned.  And then there's the time I called and they claimed they 
did it, tried activation and was unable to activate.  Calling back and talking 
with another CSR revealed that it hadn't been done.

IIRC, acitvesync shouldn't have any role to play with BB's, so I don't think 
that's a problem.  It certainly couldn't hurt, but I don't see how it would 
help.

In my experience this is the #1 cause for activation to hang.
