IN GENERAL your statement is true. However, that changed in Exchange 2010 sp1 with the release of "hosting mode". However, that does require a new forest and can't be "upgraded to".

The forest boundary exactly matches the Exchange organisational boundary. However you could certainly run both e-mail domain addresses within a single organisation and by using recipient policies ensure that each mailbox got an e-mail address in the correct e-mail domain.
