You can open account at branches of Credit Europe Bank without translating your passport. I have several accounts at that bank.

They offer dollar / euro / rouble and GBP interest bering accounts. All you need is 30 minutes - passport, registration, and imigration card. [ If you are here under a work permit bring that as well] All their branches in the centre have english speaking staff. They will open an account and issue you a plastic card. You can have one for roubles - local transactions and when for dollars for travelling outside Russia. I have been using them since 2003. I have a hard currency account and a ruble account with Mastercard debit card attached to the accounts, I use it in Russia, Europe, Hong Kong and on an occasion or two used it in the US, I receive interest on the hard currency account, don't recall the % right now, ask Carolina.
