Arthur, the mention of a tax inspector would work most of the time but should be last resort and not when you want to stay living in the apartment.
Even if there is no contract for the sum paid, there should still be an agreement or the tenant can't live there legally. Advanced owners know that well and if they didn't sign anything except for a contract (dogovor) they will not fear for themselves getting in trouble. If a tenant has receipt that he\she has paid money than that might be useful in this case and influence the owner's decision.
