Only some types of black caviar are banned. And there are fish-farms
producing and selling black caviar legally.
Therefore you can find black caviar in many Moscow supermarkets. You can
easily check it next time you're in a supermarket...

There is a ban on selling Black Caviar. You could not see them in
supermarkets.
