Hi -
I'm a foreigner in Moscow and own a car that is registered in my name. I've
owned the car for almost three years, but have never received a notice to pay
transportation tax on it. Is this normal? Do I need to go somewhere to pay
the tax, even if I didn't receive a payment notice?
