Dear John,

You will be asked to present proofs of tax payment during the "technical 
inspection" which must be done at GIBDD after AFAIR 3 years for new cars 
(follows by 2 years after and becomes annual for 5 year-old and after). You 
have to get proper invoices from the GIBDD office where your caris registered 
and calculate tax accordingly.

    I'm a foreigner in Moscow and own a car that is registered in my name.  
I've owned the car for almost three years, but have never received a notice to 
pay transportation tax on it.  Is this normal?  Do I need to go somewhere to
