John: I am curious how you managed to register a car in your name for three years now? I had understood that a foreigner could only register a car in his/her name for the term of a visa, which is normally no more than a year.
As far as transport tax is concerned, the bill would be sent annually to the address that is on your registration, the pink slip as we call it in the US, which in Russia is actually pink. Look at that document to see the address where the vehicle is registered. It's on the reverse side where your name is listed.
