Dear Expat list,
If someone is not in Moscow and their flight home was cancelled and their visa
expired, then Article 30, Point Number 8 of Federal Law № 4730-I from
01.04.1993 entitled "State Border of the Russian Federation" may be of
assistance. It empowers Russian border guards to amend your visa at the border
crossing point as long as your visa is not more than 10 days expired.
So, if for example, you are in St. Petersburg and want to exit Russia by bus to
Estonia via KPP Ivangorod, or you are in the Russian Far East and want to exit
Russia by train to China via KPP Manchzhuriya, or exit Russia by snowmobile to
Nome, Alaska via KPP Provideniya, this may help.
