I can testify that it's true.
I got yesterday to Ufms on Pokrovka to get my new 1 year visa, and I found 
there a huge cue, they were all north european tourists asking to prolongue 
their visa because of the Vulcano. According to the agreement done between your 
embassies and RF Gov. 
Office employees know about this, they got the info and are ready to cooperate, 
BUT - they don't speak english as far as I could hear so take someone with you 
that can help with this, if possible. 
I think you have to go to shelter n. 5, not 2. But the cue will guide you. They 
could require you additional pics or xerox - don't  panic, just cross the road, 
there's a fax-xerox-pics service that can do everything quite quickly.
