Everything you wrote is correct. Visa registration is a must. I would only
suggest to stay one (first) night in a cheap hotel or hostel in Moscow and
get the visa registration from them, they should be quick. Penalty is not
just a fine on exit, but a 5 year ban on entry to Russia, btw.

I about to receive my1 month  tourist visa from a Russian travel agency here
in NYC.  What I would like to know is:  MUST I get this visa registered in
Moscow?

The reason I ask is that the agency will do it for an extra $80 fee.  On top
of the $80, it will take me some time to get to their Moscow office to drop
off my visa, and then return some days later to pick it up.  (I am visiting
a friend at their datcha some 100 KM outside of Moscow.)

So, without this registration stamp, will I be prevented from getting
through passport control at Shevemeteo and boarding my flight?

>From my past experiences at Sheve (I have gone in and out dozens of times
over the last decade), the ONLY way the passport control people can block
your exit is if you have OVERSTAYED.

Any advice?
