I don't think they'd explicitly bar you from leaving if not registered, but they could fine you and possibly make you late for your flight.
You can register at any post office, but you will need your host to fill out a bunch of paperwork (obtained at the P.O.) and come along with you to file the forms. It will not cost much--about 240 roubles for filing, plus something silly, about 2 roubles, per day of your stay--but you'll have to make a trip to the bank to pay those fees. So, it shouldn't cost nearly as much as what the agency asked for, but it's a hassle.
