I've seen this quite a bit when trying to rebuild 8.1 rpms on Mandrake 7.2 -- in that case it had something to do with the version of rpm not supporting some options that were in the rpm spec file.
On 8.1, it's possible that this has something to do with rpm-devel not being installed? That's one of the first things I would check. Also check to see what version of rpm is being used by cooker.
