well, that was my question ... (smile)

 xterm  is ok;  konsole  is the one which creates the flashing status line.
i have changed the KDE menu entry to use 'xterm -e /usr/bin/mutt'
with the 'start in terminal' box unchecked, which is ok (i'm using it now).

yes, i have discovered that KDE 3.x now starts applications, eg Galeon & GVim,
which were left running at the end of the previous session:
Galeon knows to start where it left off (so configured), GVim starts empty.

so again, anyone know why Konsole causes Mutt's status line to flash
when it is started from the KDE menu?  anyone care to test reproducing it?
