Pass 'noacpi' to the kernel and apm should magically be supported by the
kernel.  If you look in /var/log/dmesg, you'll probably see something
like this (quoting from mine):

apm: BIOS version 1.2 Flags 0x03 (Driver version 1.16)
apm: overridden by ACPI.

So if you disable ACPI by passing 'noacpi' or 'pci=noacpi' to the
kernel, then apm will stop being disabled.
