If I email to you my /etc/httpd/conf/httpd.conf and commonhttpd.conf, does that mean that you can serve all the same webpages as me? No, because I didn't send you all the data in /var/www/html. The config is just a config. The data is just data. The config ties the data to the service, but if one exists without the other, it doesn't work properly. Think of the data in /var/lib/urpmi/ as a flat file database. My concession is that the urpm tools should detect that there is a list file but ho hdlist, it should offer to you the opportunity to properly integrate it (ie download/update the missing files) and regen its config. The only problem is that it needs to have some sort of timeout because many people (including myself) run these programs in scripts. If there's no way I can tell it the info it needs, then it will not be able to complete which means after a few days, my load average is at 50 or so and my machine dies. Blue skies...
