You need to get transcode (which includes tccat and tcdecode) from PLF.

Set up a urpmi source for them with the procedure at this page:

http://plf.zarb.org/~nanardon

Set up "contrib" and "updates" sources while you're there; should you want
the latest KDE and Gaim packages, along with several other nice ones, do a
"texstar" one as well. Welcome back! :)
