One server's incoming is another server's outgoing... Outgoing mail is generally addressed to port 25. Some ISPs block outgoing port 25 to everything except their own email servers to cut down on spam generated from within their networks. Some ISPs block incoming port 25 to prevent their customers from running their own intentional or accidental mail servers.
