I can't find the study in the Journal of Social Behavior and Personality either. I wonder what they mean by "special issue" of this journal and whether that issue was peer reviewed. The only online reference I could find was in a german tm site which states that the study was based on an analysis of 110 burglaries in fairfield. I'd like to see the entire analysis before commenting but (1) I don't think a study of about 100 burglaries in a small midwest town proves a law of nature, and (2) I doubt they did appropriate controls reg. economics of neighborhoods and percentage of total homes in town which face in the different directions. Maybe I'll try to get a copy of the study on campus this weekend and post here.
