I'd like to hear from our resident lawyer, Reevis, on this but I actually don't 
think, in the final analysis, it is up to the individual states.

I always thought because of the "Full Faith and Credit" provision of the 
constitution that civil matters such as this would have to be approved by all 
states because it is required that marriages done in one state have to be 
recognized in all states.  And a gay marriage in, say, Vermont will NOT be 
recognized in, say, Mississippi.

I am fully prepared to be corrected on this but that is how I understand it.
