Just as a question, you do know that this describes not only a state of duality, but (because of the use of the word 'always') a state of *permanent* duality, do you not? It seems to me that this is a description of the SOC that Maharishi referred to as CC, not the SOC that he referred to as UC or Unity. Since you seem to know the person quoted, did he conceive of any state that transcended the duality of which he speaks?
