Thomas Arthur Halley, 62, of 802 1/2 W. Burlington Ave., was arrested and charged with second-degree robbery late Monday night in connection with a robbery that took place earlier that day. At approximately 3:30 p.m. Monday, First National Bank, at 100 E. The Fairfield Police Department, assisted by the Jefferson County Sheriff's Office, Jefferson County Police Reserves and Jefferson County attorney's office, was able to apprehend Halley at 11:32 p.m. in the 50 block of North 12th Street. Halley's second- degree robbery charge is a class C felony punishable by up to 10 years in prison and up to $10,000 in fines. Halley's initial appearance at the Jefferson County Courthouse was this morning. He is being held on a $30,000 cash-only bond.
