After I had time to reflect on the error, I called my shared hosting
company and asked if it was possible for my domain to have read
permissions setup for the WEB-INF\cftags folder on the server.  Turns
out, they do allow it and I was able to install successfully.  It may
be helpful to mention this requirement in the documentation for shared
hosting users of FarCry.  I never found it and was close to ditching a
cool CMS.

There seems to be another permissions issue regarding the Image
Library.  When I go to save, I get a silimar permissions error for c:
\websites which is the webroot of the host.  I cannot get permissions
there, but I don't think I need them.  Is there a setting I missed in
the setup to point to an images root?
