Thus, after dropping 8th bit you will get so called "transliterated" text, which will be almost readable for Russian mans. This is (one?) reason why this charset was selcted for commincations - there _was_ American servers and other software, which not likes 8-bit characters (for example, if those software was compiler by C compilers with signed `char' by default).
