There was (is?) "phonetic" Russian layout ("ρχεςτι" instead "κγυλεξ").
I don't know how it is "official".
BTW, KOI8 also based on phonetic reflections of latinic charcters.
Thus, after dropping 8th bit you will get so called "transliterated" text,
which will be almost readable for Russian mans. This is (one?) reason why
this charset was selcted for commincations - there _was_ American servers
and other software, which not likes 8-bit characters (for example, if those
software was compiler by C compilers with signed `char' by default).

Yes, all. I may name other _possible_ charsets - like MAIN (also known
as GOST 19768-87) or BULGARIAN - but all of them subject of history.

Yes! All of them are different! :(

DOS = x-cp866, cp866, 866.
Windows = windows-1251, cp1251, 1251.
KOI = koi8-r, cp878, 878, GOST 19768-74.
ISO = iso-8859-5, cp915, 915, ecma113, iso5.
Mac = x-mac-cyrillic, cp10007.
