ObDisclaimer: I'm just quoting something I've been told, and it's very possible that Thorny or someone else who knows better is going to appear in a moment and say "Deborah, that's not at all what we meant; stop misinforming the list!" But basically what you are missing is that the Fedora developers say the built in DC datastream is misnamed and was never intended for anything other than internal use. You can make your own datastream and name it whatever you want, and that will be the Dublin core for OAI PMH.
