Well, also a public repository is a form of code distribution.
Now at the Felix root there is the updated ASL 2.0 license while the copyright notice mentions only ASF.

I was thinking to add something like:

Copyright 2006 The Apache Software Foundation

This product includes software developed at
The Apache Software Foundation (http://www.apache.org/).

The Felix project is composed of several subprojects,
for the copyright notice and related licenses see inside
the resources directory of each subproject:

----------------------------------------

It seems to me that in such way our statement is less ambiguous,
and help people to find the resources better.

I think the NOTICE and LICENSE files are for released artifacts, not for svn checkout.

For our releases, if they aggregate released artifacts (which the framework release definitely will), then we will need to have an aggregate NOTICE file for that as well as including any necessary license files too.
