As someone with a bit of experience babysitting build servers, there are
some things that break on their own.  Disks fill up due to missing log
rotations or too long of a build history being kept.  You have to install
Windows Updates and then reboot on a regular basis.  Sometimes Windows gets
these "Zombie Files" that can't be deleted without a reboot.  Stuff like
that ... there's an economy of scale to keeping a piece of software
running, thus the rise of software as a service.
