every state's regs are different--but many DO require an annual shot; around here (mid-Michigan), they're only giving the one-year shot.... (i don't have the citation, but i've heard that, in reality, the 3-year and the 1-year are actually the same dosage--anyone know anything about that?)
my vets never used to check whether my cats were vaccinated for rabies, but now they are requiring proof if i bring in one they haven't seen the paperwork on before....
