true. but to abolish CPE all together was, to say the least, "unreasonable" at that time. an evaluation would have helped clarify issues and concerns on the credibility and effectiveness of seminars and the like. a recommendation on its improvement would have been possible and then, followed by strategic plans to implement CPE.
