IMO, for Windows you should get a keyboard macro program only if you 
need to automate things in Finale (like filling in dialog values or 
performing a number of operations in sequence).

Using Finale efficiently without a mouse is hard, appart from note entry 
and some of the editing. Metatools is the fastest way to create new 
objects, but you most often need to use the mouse to click in the 
document while the other hand presses a key.
But of course, using the mouse to select things in menus or selecting 
tools is usually a waste of mouse movement, there are more efficient 
keyboard alternatives there.
The dialogs in the Windows version of Finale is very keyboard-friendly.

For access to functions with the keyboard, there are at least 2 plug-in 
options available for Windows: TGTools' keyboard remapper (assign 
Finale actions to custom keys) and the Forza! Quick Navigator (organize 
shortcut menus accessible by a keystroke).
