I actually didn't get much in the way of answers at all.

Well, the editor of the journal has a PS printer and the designer 
will be using PS for production work. Finale is installed on the 
editor's computer, so I don't see any issue whatsoever about using 
EPS, as all the people involved have PS printers.

Well, it's going to be used by a frigging professional graphic 
designer (who will be well-paid), so I do believe they won't have any 
problems at all with EPS.

I still haven't seen any practical advice specific to Finale EPS 
export. I feel like I might as well not have asked.
