   I may be missing something in your question, but it seems to me you're just about
there. 
Special Tools --> Beam Angle Tool gives two handles on each beam. Drag the right one
to change the angle, drag the left one to move the whole beam vertically. (At least
that's how it works on Fin.2000c, Mac) Is this what you need?
