I can't speak for Mac, but on Windows Page Down does move the cursor in the applications you mention. Clicking on the scrollbar does not, nor does moving the scroll thumb, since these simply adjust the view of the open document, but PgUp and PgDn move the actual cursor, just as Home and End do.
