Very weird.
BUT, I just placed an expression in a new blank document and it moves just fine with the cursor keys, as one would expect.
In my test document, curiously enough, the handle moves slightly faster than the expression, so if I use this method to move it far enough the handle outdistances the expression. When I press CTRL-D to redraw the screen the handle moves to where it should be.
On your file, I simply deleted the expression from the score and reassigned it and it moves just fine, as it should.
